Unable to access Manage Approval Limits

Why when trying to set the approval limits users receive the following error?

"Unable to retrieve content. Additional information for "Remote Region error #12":
An error occurred while invoking task Manage Approval Limits. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk.."
