Old HMRC ID - Not Reported For 2 Colleagues

Legacy Payroll HMRC (Her Majesty Revenue and Customs) ID not reported for specific employees in FPS.
Ran FPS in period 40 2016 Lunar Month, period start 20/11/2016 period end date of 17/12/2016, there were 4 employees who received 0 payment.
As a result, they were not included in FPS for that period. Hence old HMRC id was not present for them in that run.
When FPS was run in period 44 2016, period start date = 18/12/2016 and period end date = 14/01/2017, only 2 of these had old HMRC ID present and 2 of them did not have the old HMRC ID in it.
Legacy Payroll HMRC ID to be reported in FPS file.
The issue can be reproduced at will with the following steps:
1. Run FPS for a payroll period; employees not included as no payment made to them
2. Run FPS not next payroll period. for 2 employees the legacy HMRC ID is not present, while for others it is
