Goal
The user who kicks off a payroll flow, e.g. 'Payroll Cycle', becomes the owner of all of the payroll flow tasks. Automatic payroll flow tasks will continue and complete until the flow reaches a manual task, then the owner of the task must update the flow in order for it to continue.
A payroll flow task may be re-allocated to another user but only by the user who initially started the payroll flow as they are the owner of the flow. This means that if the user is unavailable, e.g. sickness absence, then no-one else can continue to progress the payroll flow and the flow cannot complete until the owner returns. This behavior is not suitable as they often need a number of people working on a payroll at any one time. They also want to be able to view the output of reports that other users have run within the flow but they can't. For example, if you try to view the output of a report in a flow that you didn't submit, then you will get a 'You do not have permission to view this information' error.
