User Does Not Appear In Territory Proposal Search (Doc ID 2262938.1)

On : 11.1.11.1.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Issues with Manage Territory Proposals.
It does not allow me to select the owner of the territory. When I select "Search" it does not find the owners, not even my name comes up. This never happened before, because I always follow the implementation manual.

EXPECTED BEHAVIOR
-----------------------
Users should appear in the search for an owner of a territory in a territory proposal.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. Go to Navigator > Sales > Territories
3. From left side Tasks, click on the Manage Territory Proposals hyperlink
4. Click on a Territory Proposal and the Edit Territory Proposal page opens up
5. In the Territory Owner field, click on the drop down, and click on Search hyperlink, and no users can be found.

Due to this issue, users cannot be added as owners to territory proposals.
