Saving Plan after an Order is Marked for Release Results in Application Error

When attempting to Save a Plan after marking a Planned Order for Release, the following error occurs.
An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 13, Server Domain: SCMDomain, Server Instance: PlanningServer_1, Application Name: ORA_PLANNINGAPP.
The issue can be reproduced with the following steps:
1. Navigate to Planning Central -> Open Desired Plan -> Open Supplies and Demands Table.
2. Search for Planned order -> Mark for release.
3. Save Plan.
4. Incident error occurs.
