Variation In Reach And Engagement Numbers

Customer question is that
In social station, Facebook reach says we are reaching 1,578 people but my engagement is 3,335. As per customer's understanding, you cannot engage people unless you have reached them - therefore the reach number should be higher than the engagement number.
