Unable To Load External Bank Account using PBL (Doc ID 2264877.1)

Symptoms

On : 11.1.11.1.0 version, Global Payroll

When attempting to load external bank accounts in to the system
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to PBL (Payroll Batch Loader)
2. task name: External Bank Account
3. Enter action name: Create External Bank Account
4. transfer batch process. All rows receive the same error


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Bulk load the bank account details into the system.
This is slowing down the HR process having to manually load through the UI hundreds of lines of bank details.

Changes

 P2T (Production 2 Test) refresh or T2D (Test 2 Dev) Refresh was done
