Unable To Create Appointments Under Customers That Are Not Owned (Doc ID 2265286.1)

Symptoms

On : 11.12.1.0.0 version, Activity Management

ACTUAL BEHAVIOR
---------------
We see that when we try to create an appointment under a customer that is not owned by logged in user (Sales Rep), user is unable to find 'Create Appointment' or 'Create Task' buttons.

EXPECTED BEHAVIOR

We see that when we try to create an appointment under a customer that is not owned by logged in user (Sales Rep), 'Create Appointment' or 'Create Task' buttons should be enabled.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Click on Accounts -> Advanced Search -> All Records I Can See -> search for Account record that is not owned or logged in user is not part of team.

2. Click on Activities tab -> observe that 'Create Appointment' or 'Create Task' buttons are missing.
