Why does Opportunities not sync to Outlook

Information in this document applies to any platform.
Users have direct opportunities in Sales Cloud they can see . These include Opportunities they own, Opportunities they have created and Opportunities they are part of the sales team .
All these should be synced to Outlook as direct opportunities .
However users do not see any opportunities on Outlook . If you look at the control panel for estimated opportunities that would sync , the estimate shows as 0 .
