Seeded Reports Failing with 'A System Error Occurred During Processing' (Doc ID 2267058.1)

Symptoms

When attempting to run seeded Payroll report,
the following error occurs.

ERROR
-----------------------
BIP job status ERROR
A system error occurred during processing.


 

When checking the error encountered in BI via

Navigator > Reports and Analytics, book icon and then Home
- Go to Report Job History (under Browse/Manage..)
- Change Owner to "fusion" and "Contains" in the search, set the Start Processing Date to the date before the report was generated, and do a search
- Look for the process that error-ed out and check the error by clicking on the Status icon.

the error shown is

Job processor caused exception
oracle.xdo.servlet.scheduler.ProcessingException:::DATA_PROCESSING_FAILED
There is no data to process
