Issue in Partner Address functionality

There is some issue with the address section of the partner profile.
Customer are unable to add new addresses to the partner profile.

If the new address is completely different from the old address, then error is thrown and if the new address has the same postal code as that of the old address, then upon saving the partner profile, the old address replaces the new address and there exists 2 records with the same old address.

Customer have not done any customization related to address and are using the OOTB functionality.

City - Invalid Value
Country - Invalid value
Postal code - Invalid value

The issue can be reproduced at will with the following steps:

Open Profile of existing Partner.
Click on Add to add the new address. Then click on Ok
The new address is displayed in the list view. The old address is retained and not overwritten.
Click on save/ save and close to save the changes.
This error pops up and we are not able to save the new address that customer have added.

City - Invalid Value
Country - Invalid value
Postal code - Invalid value

Now customer click on cancel to discard the changes.
The new address cannot be saved.

If they use the same pin code in the new address, then on saving the partner record, 2 addresses are saved with the same (old) value.

The issue has the following business impact:
Due to this issue, users cannot add new address for partner.
