P6 EPPM ClickOnce Install Fails with THE REFERENCED ASSEMBLY IS NOT INSTALLED ON YOUR SYSTEM

Information in this document applies to any platform.
When attempting to install the P6 Professional Client via the ClickOnce installer link, the following error occurs:
Cannot start application.
Application cannot be started.
Below is a summary of the errors, details of these errors are listed later in the log.
* Activation of https://<customer>p6.oracleindustry.com/p6professionalcloud/x64/P6Professional.application resulted in exception. Following failure messages were detected:
+ THE REFERENCED ASSEMBLY IS NOT INSTALLED ON YOUR SYSTEM
The issue can be reproduced at will with the following steps:
1. Install P6 Pro client through cloud portal link
2. Launch P6 Professional
3. See issue
Due to this issue, users cannot launch the Pro client.
