Cloud Instance Doesn't Boot Because It Can't Connect To 169.254.169.254 (Doc ID 2268585.1)

Symptoms

Cloud instance fails to boot with an error similar to the one below (the error is displayed in the boot log):

 

Changes

 If any known changes were performed to the operating system that could have caused connectivity issues, one can try to recover the instance using the procedure documented in: Repairing Configuration or Restoring Root Access to the PaaS or IaaS Underlying VM
