Unable To View Delegate Under LOV

Symptoms

A delegate cannot select the user for which they are a delegate of to create an invoice for that user.

There required username is not in the list for the delegate to see.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Logged in Fusion
Click on Expenses
Next to Travel and Expenses you will see the LOV drop down for the list of delegates - the user does not see the specific one they are searching whom they have had access prior.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
 Currently by policy the user has to create the expenses for these executives and need the ability to do so like before. We are unable to advise the user to get the password since this is against policy; therefore we need to get this resolved as soon as possible.
