After Upgrade to Release 12, Administrator Users Can not See Attainment Amounts in BI Reports (Doc ID 2268950.1)

Symptoms

After upgrade to Release 12, the OTBI reports are not displaying the attainment data for the administrator user (ie. Chris).
However, the participants and participant managers are able to see the attainment amounts on the same reports.

The Earnings amount are display.
The Attainment amounts are showing zero.
