Benefits extract not picking up current change dates

One of our benefits extract  is not pulling most recent enrollment start date. It is pulling an old enrollment date. For example, I recently updated an employee's record  on 12/26/16 with a new hire life event. The employee was a intercompany global transfer and got another new hire life event. The coverage start date should be 1/1/17 but the benefits extract is not picking up that change effective date, it is picking up an old effective date from 2014. Please advise.

STEPS

The issue can be reproduced at will with the following steps:

1. We created a Administrative Override life event for an employee effective 12/26/16. The enrollment start date for that change should be 1/1/17.
2. I ran the benefits extract to send to the vendor (Evaluation and reporting-->Extract Benefits Data-->Submit full file
3. When we connected with the vendor, they mentioned there was no effective date change that came over for the employee. Their enrollment start date sent was a 2015 date.
4. When I look in UI, the correct new information is there, but when I look at the extract that got sent from Fusion for this employee it is sending an old enrollment start date of 5/1/2015. See attached screen shot.
