Post 6.31, 5-6 min delay after Campaign Launch in Program

Information in this document applies to any platform.
There is a brief 5-6 minute delay after a campaign send in program. This is occurring when recipients are moving through program individually or in a small group (less than 1000 recipients). The campaign is sent (this can be any channel: email, sms, etc), but the recipients remain at the the campaign stage for 5-6 minutes. After a brief delay, the recipients move to the next stage.
This started happening around the 6.31 upgrade.
