Rates are not displaying as the customer is expecting them to display.

Rates should display as the customer is expecting.
STEPS

The issue can be reproduced at will with the following steps:
1. Set up rates in the system
2. Have rates calculate in the system
3. See that the rates are not calculating as expected.
