ARCS Production Instance Not Showing Reconciliation Or Dashboard Icon

Symptoms

Production instance of ARCS is not showing reconciliations Icon or dashboard icon. 

You cannot even add a period as it gives a database schema error. 

You can't update anything in ARCS because of the same error.

 

Getting the Error below when trying to update or add something in environment:
