Opportunity import failing due to Owner id

"The owner specified by attribute Opportunity_OwnerResourceId must be a member of the business unit specified by attribute BU_ORG_ID. (MOO-450269)This row cannot be imported because the parent opportunity record has errors. (MOO-450118)".

The issue can be reproduced at will with the following steps:
1. Create a new file import activity
2. Run the import
3. Import fails

The issue has the following business impact:
Due to this issue, users cannot import opportunities.
