Outlook Plugin not working after a binary upgrade - Outlook Forms cache issue (Doc ID 2270751.1)

Symptoms

On : 11.12.1.0.0 version, Microsoft Outlook

After the users received a new binary update in Sales Cloud for Outlook the user gets the below error when starting Outlook 

Internal error: Oracle Sales Cloud for Outlook encountered an error. Please contact your system administrator.

The GeneralLog shows
