Incremental Account Assignment Not Working - ASSIGNMENT_IMPACTED_DATE is not changed after Territory dimension value is changed (Doc ID 2271657.1)

On : 11.1.11.1.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR

The issue is not that the territories are incorrect. Territories get assigned correctly using manual assignment and diagnostic mode. The issue is that changing the dimension members are not setting the ASSIGNMENT_IMPACTED_DATE flag on the account which the incremental view criteria is using.

EXPECTED BEHAVIOR
-----------------------
ASSIGNMENT_IMPACTED_DATE flag on the account which the incremental view criteria is using is not set.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Scheduled Process> Request Account Assignments
used View Criteria = SalesAccountReassignmentVC
No Bind Variables

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
If assignments are not run correctly, sales reps will not access to the correct accounts.

Changes

 1 custom dimension (out of 6) was working fine, when value was modified we could see in the DB that ASSIGNMENT_IMPACTED_DATE changed accordingly. However for the other dimension any new value did not change this parameter.

Please note that ASSIGNMENT_IMPACTED_DATE is an internal DB field that cannot be exposed/used in BI (only as part of an SQL query).
