Auto Merge Request Is Stuck

When trying to run the duplicate identification on auto processing, the status of the merge requests get stuck in a NEW status

It is expected that they would run automatically and finish in a completed, rejected, or error status.

The issue can be reproduced at will with the following steps:
1. Setup the profile options to have duplicate identification work automatically
2. Schedule a merge request batch to run
3. Have it run, and see that the status stays in the NEW status

The issue has the following business impact:
Due to this issue, users cannot setup their merge requests to run automatically.
