"Access Denied" When Viewing Log for Service Initiated by a Different User (Doc ID 2271871.1)

Symptoms

When attempting to view service logs for users other than self
the following error occurs.

Access Denied

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into P6 Web.
2. Projects | EPS page.
3. Export a project.
4. Log out and log back in as a different user that is an Admin Superuser.
5. Administer | View Service Status.
6. 'View Log' for export service.
7. Service log contains only "Access Denied".
