"Send User Name And Password E-Mail Notifications" Process Doesn't Send the Username and Password (Doc ID 2272140.1)

Symptoms

Emails notifications with username and password are not sent for users already created in the system.

The users were created using HDL and "CredientialEmailSend" flag is set to "N".
