Copying A Checked Out Project Could Cause the Resulting Copy To Stay as Checked Out (Doc ID 2273223.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Projects show a status of Checked Out but no user id or date is associated to the checkout. Users are not able to check the projects back in.

EXPECTED BEHAVIOR
-----------------------
When a project is checked out then copied the resulting copy should be able to automatically check itself back in after the copy process is complete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch P6 Client
2. Highlight Project
3. Copy the Project
4. Copy it again after it shows and notice the result will remain checked out

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access projects that have a status of checked out
