Contact Lookup Is Not Defaulting To "All Contacts"

Why in Custom Object 04, the Contact lookup is not defaulting to "All Contacts".
Steps to recreate:
1. Open a Quote (CO04 renamed) record.
2. Click on the Customer Contact for Offer lookup field.
3. The Contact List window appears and the default contact list is "Contacts with Related Account as Primary".
