LIVE FPS Process Not Working Correctly With Exclude Object Group (Doc ID 2273553.1)

ACTUAL BEHAVIOR
---------------
When running the Live FPS process with an object group (exclude payroll relationship), those payroll relationship are still getting processed.


EXPECTED BEHAVIOR
-----------------------
Ideally the payroll relationship should be excluded in the process

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run payroll for employees
2. Run prepayment for the same payroll and period
3. Create object group(payroll relationship type) with the excluded option (excluded 4 employees)
4. Run 'Full payment submission for tax year ending april 2018' process with the above object group (submission Type as 'Live')
5. Observed that the 4 employees are still getting processed by the FPS process, but it should be excluded

BUSINESS IMPACT

Due to this issue, users cannot can't run FPS using object group
