Team Usage Histogram Spread Is Lumped On Sunday When Timescale Is Set To Week/Day (Doc ID 2274609.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Team Usage does not spread correctly when changing Timescale. Displays correctly for Month/Week then when switched to Week/Day the work is displayed on a Sundays which is a non-work day.

EXPECTED BEHAVIOR
-----------------------
The data should be distributed daily across the time period selected.

Pre-requisites to reproduce the issue:
1. Publication should be enabled for the given Project. (From EPS page, Set Project Preferences).
2. Publication should be enabled from Administration Tab -> Application Settings -> Services.
3. 'Publish resource and role data' option should be checked in Administration Tab -> Application Settings -> Services.
4. Publication should be set to 'Daily' in Administration Tab -> Application Settings -> Services.
5. The project should be published after the above settings are done.
6. The timescale should be set to Week/Day on Team Usage page.

(At this point data is correctly distributed 'Daily')

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Assign a role and resource to an activity.
2. View Team Usage.
3. Open Customize View dialog from the toolbar.
4. Change timescale from Week/Day to Month/Week.
5. Click on Apply.

(At this point the data is distributed correctly)

6. Again open Customize View dialog from the toolbar.
7. Change timescale from Month/Week to Week/Day.
8. Click on Apply.

Current result:
The data gets rolled up to the start day of the week (Set as 'Sunday' in Application Settings -> General Tab).

Expected result:
The data should be distributed daily across the time period selected.
