ACTUAL BEHAVIOR

Hybrid MCP high-low meter read validation excludes the limits

The hybrid MCP is too restrictive on the high/low validation of the meter read. The legacy disconnected and connected modes still function as expected in MWM 2.3.0.0. With the legacy MCPs, if the low-high range is 100-200, read values of 100 and 200 both pass validation. With the hybrid mode, the validation is different. 100 and and 200 fail the high/low validation for being outside the threshold.

CC&B and legacy MCP MWM functionality for high/low checks include the threshold limits as valid within the range, include the limits themselves.
