ODI Load Plan Instance IDs and SESSION IDs Are Not Incrementing Sequentially (Doc ID 2275280.1)

Symptoms

In a two-node, high-availability Oracle Data Integrator (ODI) 12.2.1 cluster, it has been noticed that sometimes the instance ID of a load plan is lower than a previous execution. For example,

This can affect the logic behind custom scripts and dashboards which are dependent upon ODI instance IDs incrementing sequentially, i.e. if load plan X runs once, its instance ID is 1. The next time it runs, the instance ID should be higher.
