OAC : This site can't be reached error in OAC after doing a ScaleUp of service using PSM UI

Issue Seen :
Initiated a scale up (from 2 OCPU to 8 OCPU) of the OAC instances, the scaleup fails with following message in Activity Log.
Access OAC via http://ip-address/va gives following error . Service is not accessible.
This issue can happen after you initiate one of the following tasks via PSM UI :
