OAC : Unable to access OAC service after doing a ScaleUp of service using PSM UI (Doc ID 2275948.1)

Symptoms

Issue Seen :

Initiated a scale up (from 2 OCPU to 8 OCPU) of the OAC instances, the scaleup fails with following message in Activity Log.
