Fusion Compensation: ICD: Payroll Elements Not Appearing In Individual Compensation Plans

Payroll elements not appearing in Individual Compensation Plans.
1) Created a new element and saved. User has HR Specialist and Compensation Administrator Role.
2) When User tries to create a new plan under compensation > Individual Compensation Plan, the User does not see the new element to choose from Payroll Element drop down.
What needs to be done to make the new element visible in the drop down to select for the Individual Comp Plan?
