Issue batch loading via HDL

We have a customer use case to create multiple Element Entries for the same Element but with Different Date Ranges.
The Date Ranges could be sequential(One after another),or a gap is also possible.

We have different columns for which data is present in the system from 01-01-2013 to 31-12-2013.
Now, I do want to enter data via a batch load from 01-01-2014 to 31-12-2014.
However, I get an error when executing the Submit a process or report task.


JBO-HRC:::HRC_LOGICAL_ROWLEED_REQUIRED: HRC-1035373 A logical end date is required.
The end date of the last physical row 2014-12-31 is later than the end date of the Oracle Fusion row 2013-12-31

The issue can be reproduced at will with the following steps:

Enter a new row for the LTI compensation process via an HDL batch.

Created the batch:
Rows are inserted successfully

Submit process via payroll administration:

Error appears

There is indeed a row which ends 31-12-2013:

But why is it a problem, since I enter a new row, starting after 31-12-2013 which has a different end date?

The issue has the following business impact:
Due to this issue, users cannot load a batch via HDL
