Fusion Global Payroll: Relationship Cannot Be Added or Changed for New Employees or Assignments. ERROR: ORA-00936: missing expression

Payroll Relationship cannot be added or changed for new employees and or assignments.
In Production, you can add payroll relationship for employees until a certain date. For example, Tuesday, June 13th. On Tuesday, June 13th, when you try to add a payroll relationship, you receive an error and have not been able to do this task. Without a payroll relationship, the employee cannot be paid.
After checking, the issue does not appear to be with roles or different browsers.
In two test environments, staff do not have this problems in the test environment even though roles are the same. Some users CAN add payroll relationship.
ORA-00936: missing expression
The issue can be reproduced with the following steps:
Navigator > Person Management > Search for employee > Use Action button to Select Payroll > Manage Payroll Relationship.
1. On the Payroll Relationship page, click Edit and select either Update or Correct.
2. Under Payroll Details, click on “+” to add “Biweekly” payroll relationship.
