Loan Element - Total owed element calculates even when total is reached

Total owed element calculating after total owed is reached

If total owed is reached element should not be  calculated

The issue can be reproduced at will with the following steps:
1. Create total owed loan element
2. on first payroll create element entry for for the load of 100 total - 100 deducted. end date element entry with end of payroll date
3. 2nd payroll create element entry for same deduction for 200.00 total owed and 200 deducted - deduction works fine (dont end date)
4. 3rd payroll do not create an element entry for this deduction - run payroll
5. note deduction was withheld for 1st payroll amount even though both were taken in total

The issue has the following business impact:
Due to this issue, live customer - payroll processing creating too much deduction
