Effective Start Date Is Unavailable For New Custom Journal Entry Rule Set (Doc ID 2278008.1)

Attempting to create a new custom journal entry rule set (JERS) for Receipt Accounting application (Cost management)

The calendar for effective start date for the newly inserted custom journal entry rule set for Receipt Accounting application is greyed out.

Instead of using the calendar to choose the effective start date (which is greyed out and unavailable to coose), type in the desired effective start date.
Immediately save.

The issue can be reproduced at will with the following steps:

1. Manage Journal Entry Rule Set page
2. Query seeded JERS: Return to Receiving
3. Click on the calendar for effective end date and all dates are available. Choose 4/13/2017
4. Insert new custom copy of that seeded JERS: SCH_RETURN_TO_RECEIVING
5. Click on the calendar to set effective start date.
Problem: all of the dates after 4/13/2017 are greyed out and cannot be chosen. Clicks on those dates like 4/14/2017 to set the effective start date but nothing happens. The effective start date is not changed.

This problem did not exist in release
