Unifier Configuration Package Log is Empty After Update to 17.6

Symptoms
The Unifier Configuration Package Log is empty after updating an Oracle hosted Primavera Unifier cloud environment from 17.4 to 17.6. The previous log history of Configuration Packages is not being displayed.
The expectation was that when viewing the Configuration Packages log, all prior Configuration Packages that have been created (Staging) or imported (Production) should be displayed.
