Goal
A requirement to have Requester be able to Return or Correct Receipts on other's behalf.
Example: User A Requested and Received the Goods say Receipt No 123.
But User A is away so User B should be able to Return or Correct the Receipt 123 which was received by User A.
Currently User B can't search the Receipt of User A in Manage Receipts to be able to Return or Correct the Receipt.
