When attempting to create an element eligibility, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Payroll Calculation UI and manage element task
2. Search element and then create element eligibility
3. Provide name and grade as criteria and then submit
