ACTUAL BEHAVIOR

Unable to open Project within P6, Project is locked.

For the ability to open a Project

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to P6.
2. Select Project.
3. Right-Click, Open.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot open Project.
