Returning Candidate Unable to Update Information, and User Unable to View Candidate Resume

A set of User-facing and Candidate-facing symptoms occur.
1. A returning applicant who clicks the Update My Information link on the Careers Website will experience the following error:
Your submission occurred successfully but our email server was unable to send
a notification email. This is most likely a temporary issue with our email
provider. If you have submitted an application, please visit our <b>careers
site</b> and click the 'If you don't remember your candidate ID#' link to
retrieve your ID#. We apologize for the inconvenience.
2. A User attempting to open a Candidate's resume from the Candidate profile will experience the following error (where  equals the document ID):
Requested file of type cResume with id  not found
