HCM Country and Legal Employer Contexts for personalizations do not work in MSS Pages

We found out that personalizations at Country or Legal employer level are not working. Is this expected behavior? We need quick answer for some decisions in our company about requests from different countries to personalize some items in their Manager Self Service transactions.

Worker's pages and all transactions under My Team, e.g. Transfer, Promote, Manage Salary, Change Manager, ...
