Symptoms

ACTUAL BEHAVIOR
---------------
The LOV for Existing Organization is not populated when trying to add a Beneficiary Organization.

EXPECTED BEHAVIOR
-----------------------
The LOV should be populated when trying to select the Beneficiary Organization.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the system
2. Click to add a Beneficiary
3. Select the Existing Organization option
4. See that there are no values in the LOV.

BUSINESS IMPACT
-----------------------
The customer cannot select the Existing Organization when adding a Beneficiary Organization.
