Transactions Are Duplicated Even Though Transaction Source Is Defined to Not Allow Duplicates

Transactions are Duplicated When Source is Defined to Not Allow Duplicates.
Using Autoinvoice to importing transactions from Order Management.
Also using Document Sequencing.
Manage transaction source page:
Transaction Source = Distributed Order Orchestration
ALLOW_DUPLICATE_TRX_NUM_FLAG = N
COPY_DOC_NUMBER_FLAG = Y
Transactions are created in AR as incomplete.
Once the transactions are imported, then go to Manage Transactions page to search for the transactions and complete them manually.
Even though the transactions are for two different customers, they were created having
the same transaction number values.
Select customer_trx_id, trx_number, org_id,doc_sequence_id, doc_sequence_value
where trx_number = '&trx_num';

STEPS TO REPRODUCE
1. Oracle Fusion Receivables
2. Scheduled Process
3. AutoInvoice Import
4. Transactions are created in the application, as Incomplete, even though
the AutoInvoice Process has completed with exceptions.
5. Manage Transactions
6. Search Transaction
7. Transactions are completed through Manage Transaction page.
8. Observe that the transactions are created as duplicate transaction numbers for
the same transaction source and org
