Restrict access to create and update Notes on MDF Budget (Doc ID 2281761.1)

ACTUAL BEHAVIOR
---------------
OoTB object MDF Budget has a Notes sub-tab. Currently the Partner Sales Manager and Partner Administrator users are able to create notes.

EXPECTED BEHAVIOR
-----------------------
Customer wants to achieve the following: on MDF Budget, Notes sub-tab, the Partner Sales Manager and Partner Administrator users should NOT be able to create notes or to update them. However, they should be able to see them, if they exist.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. SUI -> Budget MDF -> Notes sub-tab -> Create note.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, Partner Sales Manager and Partner Administrator users can create notes and customer does not want that.
