Custom Object Created in R12 Instance is Not Visible in the Navigator/Springboard (Doc ID 2282158.1)

ACTUAL BEHAVIOR
---------------

Customer has created a Stand alone Custom object. The custom object has page layouts that are configured and has many fields.
They have also made it visible on the spring board, but they can't open the object and also they cannot find any roles to enable security on those roles.

EXPECTED BEHAVIOR
-----------------------
We should be able to show the Custom Object icon on Spring board / Navigator and add security to the custom object and create custom object records.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created customer object
2. Go to application composer > Customer object > Security
3. Page does not show rows with any OOB roles names
4. Has only one row, Custom Objects Administration
5. When clicked on the Custom Object, they don't see the Custom Object pages

BUSINESS IMPACT

Due to this issue, users cannot create / update records for the new custom object
