No Warning Message When An Item Is Placed On Multiple Change Orders (Doc ID 2282773.1)

Symptoms

ACTUAL BEHAVIOR
---------------
No warning message is displayed when an Item is placed on multiple Change Orders. For Example:

1. Item A is on a pending Change Order (the Change Order is pending Approval and not completed)
2. Create another Change Order and add Item A to the Change Order.
3. No warning message showing that it is already on a Pending Change Order

EXPECTED BEHAVIOR
-----------------------
A Warning Message would be displayed that the Item is on another pending Change Order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Product Development
2. Create Change Order
3. Add Affected Objects (Item)
4. Make Changes
5. Send for Approval
6. Create Another Change Order for Item already in Pending Change order above
7. No Warning is displayed to show that Item is already in a Pending Change Order.
