PRM - Partner Administrator skipped in Partner User registration process

We have noticed an issue with the BPM Workflow for Partner User registration. The Partner Administrator is not assigned when a new Partner User request is created.

The email should be sent to Partner Administrator first when a new partner contact user is created.

The issue can be reproduced at will with the following steps:
1. The customer is sending a create partner contact with user creation too from an external system.
2. The Partner Contact gets created and also the user, but the notification to approve is not received by Partner Administrator user, but by Channel Operations Manager, the second level of approval.
