Change in Approval Rule Does Not Take Effect while submitting a approval Transaction

Information in this document applies to any platform.
Approvals are not being routed in accordance to the approval configurations. This is occurring for all transactions.
Change in the Rules in the manage Approval is not taking effect when submitting an approval transaction.
The issue can be reproduced at will with the following steps:
1. Configure transactions via Manage Approval Transactions for HCM.
2. Submit a transaction.
3 Approver does not receive the notification.
